CELPIP CLB Score Guide: What Your Score Means for Immigration
Your CELPIP score directly determines your Canadian Language Benchmark (CLB) level, which affects your Express Entry CRS points, citizenship eligibility, and Provincial Nominee Program qualifications. This guide explains the conversion, point values, and what score you should aim for.
Understanding the CLB Scale
The Canadian Language Benchmarks (CLB) is a scale from 1 to 12 used to measure English proficiency for immigration. CELPIP scores convert to CLB on a 1:1 basis, which makes the conversion straightforward: a CELPIP score of 7 equals CLB 7, a score of 9 equals CLB 9, and so on.
Basic proficiency. Sufficient for citizenship (CLB 4 in Speaking and Listening). Not enough for most immigration programs.
Intermediate to upper-intermediate. CLB 7 is the minimum for Federal Skilled Worker. CLB 5 is minimum for Canadian Experience Class (TEER 2/3).
Advanced proficiency. Maximizes CRS points from language. CLB 10+ earns the maximum 136 points (single applicant).

Minimum Score Requirements by Program
Express Entry (FSW)
All 4 sections must be CLB 7+. Competitive applicants typically need CLB 9+.
Express Entry (CEC)
CLB 7 for NOC TEER 0/1 occupations. CLB 5 for NOC TEER 2/3 occupations.
Canadian Citizenship
Only Speaking and Listening are required. Reading and Writing are not tested.
Provincial Nominees (PNP)
Requirements vary by province and stream. Ontario, BC, and Alberta typically require CLB 6-7.
Atlantic Immigration
CLB 5 in all 4 sections for the Atlantic Immigration Program.
Rural & Northern
CLB 6 for NOC TEER 0/1, CLB 5 for TEER 2/3 in the RNIP.

What Score Should You Aim For?
The minimum requirement gets you in the door, but it rarely gets you an invitation. Recent Express Entry draws have had CRS cutoffs between 470 and 530 for general draws. At CLB 7 across all sections, you earn 68 CRS points from language. At CLB 9, you earn 124 points. That 56-point difference is often the gap between success and waiting.
Our recommendation: aim for CLB 9 in all 4 sections if you are applying through Express Entry. If that feels out of reach, focus on getting at least CLB 8 across the board and CLB 9 in your strongest sections. Even a one-level improvement in a single section adds 8-14 CRS points, which can be the difference you need.
For citizenship applicants, CLB 4 in Speaking and Listening is relatively straightforward for anyone who has lived and worked in Canada. If you can hold a basic conversation in English, you likely already meet this requirement.
